Guilford Voters Approve Charter Revision; Cohen and Rader Carry the Town

The single ballot question makes six changes, from how selectmen are elected to the Annual Budget Meeting

GUILFORD, CT — Guilford voters approved the town charter revision on Tuesday's ballot, 5,680 to 3,627, by the Guilford Democratic Town Committee's unofficial count, which Patch reported Wednesday. The committee said those figures did not include absentee ballots.

The single question carried six changes, which the Board of Selectmen sent to voters 4-1 at a special meeting in August:

  • A candidate who loses the race for first selectman no longer gets a board seat through those votes.
  • Each voter may now pick as many board candidates as there are open seats.
  • On the Board of Finance and the Board of Education, a party may nominate up to the number of members the charter's minority representation rules let it elect.
  • The Annual Budget Meeting turns into a briefing: residents can comment but can no longer vote to trim the budget before the referendum.
  • The charter spells out more clearly what a Town Meeting is.
  • The Board of Selectmen is renamed the Select Board, and the First Selectman the First Selectperson.

The Post's October preview covers the debate over the changes at Town Hall.

Legislative and Local Races

Patch's Guilford totals come from the secretary of the state's preliminary figures and count Guilford voters only. The numbers below add each candidate's party lines together.

  • 12th state Senate: Sen. Christine Cohen 8,070; Republican Lisa Deane 3,325
  • 98th state House: Rep. Moira Rader 6,821; Republican Carlyle Ciccone 2,837
  • 86th state House: Republican Vincent J. Candelora, with no opponent, 880 votes in the Guilford part of the district
  • Governor: Gov. Ned Lamont 7,640; Republican Ryan Fazio 3,797
  • U.S. House, 3rd District: Rosa DeLauro (D) 7,535; Christopher Lancia (R) 3,403; Thomas Egan (Independent Party) 397
  • Judge of probate: Seth Klaskin (D) 7,543; Richard DiNardo (R) 3,646
  • Registrar of voters: Margaret Rose (D) 7,574; Gloria Nemczuk (R) 3,588. Patch lists both as elected; the town has a registrar from each major party.

Across their full districts, the Connecticut Business and Industry Association's results page had Cohen at 63% and Rader at 69% on Wednesday. Every result stays unofficial until the secretary of the state certifies it.
