BRIDGEPORT, CT — A Board of Education committee on Monday, Oct. 5, held off on recommending that the full board ask the state to put the school district's finances under oversight, the Connecticut Post reported. The City Council met the same night with a $250,000 sale of vacant downtown land and several grant applications on its agenda.
All four meetings this week were recorded and posted online, the three school board sessions on the Bridgeport Public Schools YouTube channel and the council meeting on the city's channel. None of their minutes had been posted by Friday, so apart from the Post's account, what follows is what each agenda put before members.
Operations Committee
The oversight item would have sent the full board an application under Section 388 of Public Act 26-68, the new state law that lets a school board volunteer for a fiscal intervention and oversight plan. The education commissioner would review the district's finances and write the plan, which would require the board to appear before the state's Municipal Accountability Review Board. "We're just going to leave that there and come back to that at another meeting," Jennifer Perez, the committee's chair, said, according to the Post. Interim Superintendent Royce Avery told members the process could bring the district extra state money with accountability attached, the Post reported. The application is not on the full board's agenda for Tuesday, Oct. 13.
The committee's agenda also listed:
- Landscaping. An amendment letting Eastern Land Management of Stamford do up to $75,000 a year in extra work under its landscape cutting contract at the schools, and a fall and spring cleanup contract with CheapScapes LLC of North Branford for up to $139,500 over one year, with two one-year extensions possible.
- Food. The 2026-27 school food bid results, posted as a 130-page item-by-item price comparison with last year's purchases, and the start of the search for 2027-28.
- Grants. The district's grants office reported 81 applications this fiscal year seeking $85.8 million. About $7 million had been awarded by Wednesday, Sept. 30, and 63 applications were waiting on decisions. Funders range from the U.S. Department of Education to the Nellie Mae Education Foundation.
- Presentations on operating grants and the district parent allocation, a budget planning guide and calendar, and the quarterly finance report.
Both landscaping contracts and both food bid items are on the full board's Oct. 13 consent agenda.
Instruction & Support Services Committee
The committee met Tuesday, Oct. 6. Its agenda listed two overnight trips for referral to the full board: Fairchild Wheeler students to the Disney Imagination Campus in Orlando from Wednesday, March 10, to Sunday, March 14, 2027, and debaters from John Winthrop and Interdistrict Discovery Magnet schools to a Boston Debate League tournament from Friday, Nov. 20, to Sunday, Nov. 22. Both trips are on the Oct. 13 consent agenda. Members were also to hear updates on special education staffing and compensatory hours, chronic absenteeism, September math results and enrollment, plus a presentation the agenda titled "Literacy Crisis."
Bridgeport Board of Education
The board held an in-person special meeting Wednesday, Oct. 7, with public speaking and a workshop with the Connecticut Association of Boards of Education on linking the board's work to its goals.
Its next regular meeting is Tuesday, Oct. 13, at 6:30 p.m. Beyond the consent items above, the agenda lists a proposed settlement agreement, the educational specifications for a new roof at Read School, the continuation of School Improvement Grants and of Commissioner Network grants for Barnum and Columbus schools, and the budget calendar.
City Council
The council met at 7 p.m. Monday in its chambers at City Hall, 45 Lyon Terrace. Its consent calendar included:
- Golden Hill Street. A land development agreement with Douglas Allen Real Estate LLC for 157 and 171 Golden Hill St. The developer would pay $250,000 for the two vacant city lots, which were appraised at $185,000 in April, according to the minutes of the joint committee that backed the deal unanimously Monday, Sept. 28.
- Remington Shot Tower. A $2 million application to the state's Urban Act program to remove hazardous materials from the tower and stabilize it, with $1,695,000 of that for construction and environmental work, according to minutes of the council's Economic and Community Development and Environment Committee from Wednesday, Sept. 16.
- Seaside Park. A $200,000 application to the U.S. Conference of Mayors for a fitness and wellness zone, with $136,000 for equipment such as stationary bikes, a shade canopy and misting stations.
- Downtown public market. A state Greyfield Revitalization application for predevelopment planning. At the Sept. 16 committee meeting, the city's grants office said it and its partner on the project, the property owner, had decided not to move the application forward, and the committee took no action.
- Ordinances. Changes to the city's rules on food establishments and on building permits and fees, which were set for Ordinance Committee public hearings at 5:30 p.m. the same evening, and an Ordinance Committee report, marked denied, on updated salary ranges for city officers and unaffiliated employees.
A separate vote was listed on a $1.75 million state application for East Main Street between Bass Pro Drive and Boston Avenue, starting with $750,000 from the Community Investment Fund for design work. A resolution from Council Member Pereira asking several departments for written reports on large commercial vehicles parked on city streets was set for referral to the Public Safety and Transportation Committee. The agenda also listed citations for the 2026 Puerto Rican Parade of Fairfield County's Little Miss, Jr. Miss and Miss Puerto Rico, and approval of the council's minutes from Monday, Aug. 3.
