Overview
New Haven uses a three-zone parking system during snow emergencies, declared by the Mayor. Depending on where you live — downtown, on a snow emergency route, or in a residential area — different rules apply. Getting it wrong can mean an $88 tow bill plus fines.
How the Snow Emergency Is Declared
The Mayor declares a snow emergency parking ban, typically in advance of a forecasted storm or during active snowfall. The declaration specifies when the ban takes effect.
Parking Rules During a Snow Emergency
New Haven uses a three-zone system:

Designated Snow Emergency Routes
Zone B includes all streets posted with snow emergency route signs throughout the city. Both sides of these streets must be completely clear of vehicles during a declared emergency.
Fines & Towing
- Tow fee: $88 for snow emergency towing (compared to $77 standard tow fee), plus applicable surcharges and taxes payable to the tow company
- Storage charges: $20/day for the first 5 days after the initial 24 hours; $24/day thereafter

- Towed vehicle lookup: Available online via the RMC PAY portal, or call non-emergency police at (203) 946-6316
Where to Park During a Ban
During a declared parking ban, the city provides these options:
- Temple Street Garage — $3/day discounted rate
- Crown Street Garage — $3/day discounted rate
- Granite Square Garage — Free until full
- All New Haven Public School parking lots — open for emergency parking
- Select Yale University parking lots — available throughout the city
