Tuesday's Town Council agenda includes a Charter Revision Committee, insurance RFP, and major budget transfers; PUC holds utility budget workshop Wednesday
Town Council — Tuesday, February 24
The Wallingford Town Council held its regular meeting Tuesday evening at 6:30 PM in the Robert F. Parisi Council Chambers at Town Hall, 45 South Main Street. The amended agenda included a lengthy consent calendar and several significant policy items.
Budget Transfers and Appropriations
The council considered a $65,000 budget amendment for the Sewer Division, funded from retained earnings. Other transfers on the consent agenda included $22,000 for Animal Control (covering veterinary costs, operating expenses, and other pay), $37,889 for Public Works (split between Parks & Recreation Room #6 and Government TV), $10,000 within Public Works from salaries to other pay, and $2,000 for the Registrar of Voters.
P&Z Consultant and Surplus Funding
A separate action item asked the council to reconsider and approve a transfer of $9,857 from contingency funds plus an appropriation of $106,573 from surplus to fund the Planning & Zoning/Plan of Conservation and Development (POCD) consultant.
Charter Revision Committee
Councilor Rossacci brought a discussion item on whether to initiate a charter review and establish a Charter Revision Committee. Chairman Testa also placed the Town Council Rules of Procedure on the agenda for possible action.
Other Actions
The council considered accepting a $10,627 federal/state grant for the 2025-2026 Comprehensive DUI Enforcement Program, an $11,865 donation to the Animal Control Trust Fund from the Regan Foundation and Vinny's Deli, and an RFP for health and life insurance benefits consulting. Appointments included Whitney Mooney to the Fair Rent Commission, Jim Seichter to the Planning and Zoning Commission, Thomas Vitali to the Board of Assessment Appeals, five constable reappointments, and six members to the Public Celebrations Committee. An update on Doolittle Park Basketball Courts was also on the agenda.
Public Utilities Commission Budget Workshop — Wednesday, February 25
The Public Utilities Commission holds a budget workshop today, Wednesday, February 25, at 2:30 PM at the Wallingford Electric Division, 100 John Street. The workshop covers draft budgets for Public Utilities, the Electric Division, Water Division, and Sewer Division.
Intersection Safety Study — Thursday, February 26
The Town Engineering Department hosts a public information meeting Thursday, February 26, at 6:00 PM at the Wallingford Senior Center, 238 Washington Street. The meeting presents findings from an intersection safety study of Parker Farms Road, Hope Hill Road, and Highland Avenue. 250th Anniversary Planning
The "Wallingford Celebrates America's 250th" committee met Tuesday morning at 8:30 AM at Le Jardin to discuss parade planning, Powder House Day, Porchfest and Art Show updates, logo and branding materials, YMCA Family Day, and food truck permitting.
Ida Greene Day
The town proclaimed February 17 as Ida Greene Day, honoring the author of the Bunty book series on her 100th birthday.
Parks & Recreation
From the Parks & Recreation Commission's February 11 Director's Report: Pop Shots/Tiny Bubbles registration opens March 2, Summer Sizzlers registration opens March 9, and playground registrations (Stevens, MYB, Fritz) open March 16. The Easter Event is April 2 at 6 PM.
