New Haven Moves Forward on Union Square Transformation

The New Haven Board of Alders voted on February 2 to advance the Union Square Choice Neighborhoods Transformation Plan, authorizing the city to apply for a $26 million federal HUD grant that would reshape one of downtown's most prominent redevelopment sites. The order, designated LM-2026-0037, includes significant zoning changes to enable new residential construction and mixed-use development.

According to Legistar records, the plan calls for remapping properties from PDD-15 to a Transit-Oriented Community Zone and changing designated parcels at 18 and 1B Tower Lane to a Central Business/Mixed-Use District. The project, formerly known as Church Street South, represents one of New Haven's largest urban redevelopment efforts in recent years.

What It Means for New Haven Residents

The rezoning would allow for increased housing density and improved transit access in a historically underserved neighborhood. If the $26 million HUD Choice Neighborhoods grant application succeeds, the funding would support construction of new mixed-income housing, commercial spaces, and community amenities in the Union Square area.

For current residents and nearby property owners, the transformation could mean changes to traffic patterns, increased foot traffic from new businesses, and potentially higher property values as the area develops.

Infrastructure and Safety Priorities

Beyond the Union Square project, the Board is addressing other community needs. A resolution introduced as RM-2026-0011 would authorize the Parks Department to accept a state grant for safety improvements at Beaver Ponds Park pier. According to Legistar records, the resolution is currently under review by the City Services and Environmental Policy committee.

The Board also confirmed the appointment of Daniel Coughlin as the new Fire Chief, a key public safety leadership position that had been under review.

In a lighter note, the Board approved road closures and honorary street designations for the 2026 St. Patrick's Day Parade and Shamrock and Roll 5K, according to Order OM-2026-0001 passed on January 26. Multiple orders were approved to handle event logistics and community recognition for the annual celebration.
