Multi-Agency Warrant Sweep in East Haven and New Haven Nets Eight Arrests

A pre-dawn multi-agency operation targeting individuals with outstanding warrants across East Haven and New Haven on March 10, 2026 resulted in eight arrests on charges including first-degree kidnapping, assault, threatening, and violation of a protective order, the East Haven Police Department confirmed.

The operation was coordinated among the East Haven Police Department, the New Haven Police Department, New Haven Probation, and members of a federal task force. East Haven Police Capt. Joseph Murgo confirmed the operation, according to Patch, noting that individuals with active warrants for crimes including kidnapping, threatening, assault, and family violence were targeted. The early morning timing was consistent with law enforcement tactics designed to maximize officer safety and the likelihood of locating subjects at home.

Eight People Arrested in the Sweep

The operation produced eight arrests across the two communities. Among those taken into custody:

Magiver Mario Cabrera, 18, of New Haven, was charged with first-degree kidnapping and second-degree unlawful restraint — the most serious charges from the operation.

Dwayne Lee, 32, of New Haven, was charged with first-degree threatening, interfering with an emergency call, and second-degree breach of peace.

Robert Joseph Buck, 56, of East Haven, was charged with second-degree assault and second-degree threatening.

John Fuentes, 37, of New Haven, was charged with first-degree criminal trespass and violation of a protective order.

Noel David Marrero, 41, of New Haven, was charged with three counts of first-degree failure to appear and one count of second-degree failure to appear.

Daniel Quoka, 34, of East Haven, and Allison Apuzzo, 32, of East Haven, each faced second-degree failure to appear charges.

Frankie Jay Alvarez, 20, of East Haven, was charged with two counts of violation of probation.

All charges are allegations. All individuals are presumed innocent unless proven guilty.

Scope and Coordination

The involvement of New Haven Probation alongside two municipal police departments and a federal task force reflects a coordinated regional enforcement model that goes beyond routine local policing. Warrant sweeps of this kind typically target individuals whose cases have already been adjudicated or who have failed to appear for scheduled court dates, as well as those with outstanding charges for crimes against persons.

The East Haven Police Department has pursued collaborative enforcement operations with neighboring agencies in recent years. Capt. Murgo, who has led the department's community and inter-agency relations work, was cited as the confirming official for the operation.

Context: Warrants for Violent Offenses

The charges in this sweep reflect the types of outstanding warrants that multi-agency operations are typically designed to clear. First-degree kidnapping in Connecticut carries a Class A felony classification, while first-degree threatening and second-degree assault are Class D and Class C felonies, respectively. Failure to appear warrants accumulate when individuals do not attend scheduled court proceedings.

The sweep covered both East Haven and New Haven, two communities connected along the I-95 and I-91 corridors whose police departments regularly cooperate on enforcement operations. East Haven Police maintain a weekly arrest log on their official website. The department has not announced plans for additional warrant sweeps.
