Colchester Man Sentenced to 27 Months After Stealing Mail While on Federal Supervised Release

Marquis Williams, 49, of Colchester was sentenced on March 19, 2026, to 27 months in federal prison for violating the terms of his supervised release, according to the U.S. Attorney for the District of Connecticut. He was arrested just one month into his supervision after Old Saybrook police discovered 132 pieces of stolen mail in his vehicle during a traffic stop.

The September 2025 Arrest

Old Saybrook police stopped Williams on September 9, 2025, on suspicion of driving under the influence and operating a motor vehicle under suspension. A search of his car turned up 132 pieces of mail that prosecutors said Williams had recently taken from residential mailboxes in Old Saybrook, Guilford, Milford, and Old Lyme.

The traffic stop came approximately one month after Williams began a five-year term of federal supervised release tied to a prior mail theft and identity fraud case.

Background: The 2018–2019 Scheme

Williams had previously been convicted in connection with a large-scale mail theft and identity fraud operation carried out in 2018 and 2019. In that case, Williams and his then-girlfriend targeted hundreds of residential mailboxes across Connecticut, using stolen mail to obtain personal information, create fraudulent identification, forge checks, and access victims' bank accounts.

Federal investigators identified more than 70 victims in that case. Williams received a sentence of more than six years in federal prison. He began his supervised release in August 2025.

Sentencing and Supervised Release Terms

U.S. District Judge sentenced Williams to 27 months in federal prison for the supervised release violation. Upon completion of the prison term, he will serve an additional 33 months of supervised release.

The U.S. Attorney's Office for the District of Connecticut prosecuted the supervised release violation case.

Mail Theft in Connecticut

Mail theft and identity fraud schemes have been an ongoing concern in Connecticut, where residential mailboxes — particularly in suburban towns — offer access to checks, bank statements, and personal correspondence. Federal authorities have prosecuted multiple such schemes in recent years.

Guilford, Old Saybrook, Milford, and Old Lyme — the towns where the 132 pieces of stolen mail originated — are coastal and shoreline communities in New Haven and Middlesex counties. None of the affected towns announced specific changes to mail security practices following the sentencing.
